Solar recruitment in Italy
We recruit across solar in Italy, and this market is the opposite of the ones either side of it. Italian solar earns more per megawatt hour than anywhere else in Europe, several times what a Spanish plant earns, and that is not a sign of health. It is what happens when permitting holds supply back for years and demand has nowhere else to go.
The rules have now moved, three times inside eight months. Money has not been the constraint for a while. What is left is whether there are enough people to take a project from authorisation to energisation, and on the evidence there are not.

The niches inside the niche
Solar is not one market
Ground mount, commercial rooftop, domestic and the asset management layer above all three hire from separate pools. Whichever one you sit in, the hiring problem next door is not your hiring problem.
- Utility-scale ground mount
- You are competing for planning, grid and construction people against wind and storage, not against other solar developers. The scarce person understands the connection process rather than the panel.
- Commercial and industrial rooftop
- The smallest talent pool of the three and the one nobody writes a career plan around. Your people usually arrive from either the domestic side or from building services, and each arrives missing a different half of the job.
- Domestic install
- Your constraint is rarely electricians in the abstract. It is electricians who will work at height on a roof, hold the right certification, and stay once the busy season ends.
- Asset management and O&M
- Every time a portfolio changes hands somebody has to stand up a team to run it, usually inside weeks of completion. The people who have done that before are a small group and they are all already employed.
- Design and engineering consultancy
- The specialist design engineers sit in a handful of consultancies rather than with developers, which is why the same role appears in five cities at once when one of them needs another.

How we work here
Recruitment fundamentals travel. Markets do not. Italian solar roles are written in Italian and titled in trade language, so a search in English finds almost none of them. The industry says revamping where the rest of Europe says repowering, and a permitting role is advertised as autorizzazioni rather than permitting. We search the way the market writes, and we work the regions where the build actually is, which right now means Sicily, Sardinia, Puglia and the Veneto rather than Milan.
Before you brief anyone
Which solar market are you actually in?
Solar is three labour markets wearing one word, and they barely trade with each other. Utility-scale ground mount, commercial rooftop, and domestic install pay differently, hire differently and attract completely different people.
A developer and a domestic installer both say they are hiring in solar. One is competing for planning, grid and asset management people against wind and storage. The other is competing for electricians against every trade in the country.
The mistake that costs the most is briefing across the line. A utility developer who interviews domestic installers because the CV says solar, or an installer who benchmarks pay against utility-scale bands and concludes nobody will move for the money.
People do cross, but one step at a time. Domestic into commercial, commercial into ground mount, each step bought with new qualifications and time on site. Nobody moves from a domestic install team onto a grid-scale programme because the CV says solar.
Worth settling before anyone is approached: which of the three you are in, whether the role genuinely crosses between them, and what you are offering somebody who would have to cross.

Italy is not short of money, land or rules. It is short of people who can build.
Talent Scarcity
Where the pressure is right now
Site managers and construction project managers. The largest block of live roles anywhere in Italian solar and the sharpest evidence of scarcity we have found in any market. One engineering group is running the same site manager requisition in five towns across three regions at once. One EPC contractor is running the same project manager role in four cities inside three weeks. Nobody advertises one job in five places because they want five people.
Grid connection and interface specialists. The September reform made authorisation speed the competitive variable, and connection roles naming the Italian technical documentation directly were live within days of it taking effect. Five to eight years in the Italian connection process specifically is what is being asked for, and that is a small group.
Permitting and autorizzazioni specialists. The reopening of agricultural land runs through defined eligible-area categories rather than a blanket permission, region by region, which is a narrower and more technical siting discipline than either the old blanket access or the outright ban that replaced it. Developers are hiring for it now and almost nobody advertises it in English.
Technical asset management with revamping in scope. Italy says revamping rather than repowering and it is genuinely live, but almost always as a duty inside a senior asset management role rather than as its own title. If you want someone who has actually done it, you will be looking inside O&M teams, not at people whose job title says it.
Agrivoltaico delivery. A real but time-boxed opportunity tied to programme deadlines rather than a standing growth line, and it needs people who can hold an agronomic and an electrical conversation in the same meeting.
Anything that has run past seven weeks. A straightforward Italian solar hire closes in four to six. Past that the brief is usually the problem rather than the market.

The strongest solar price in Europe, for the wrong reasonThe Italian solar capture price ran at €124.72/MWh in March 2026, more than double Germany and roughly nine times Spain. Italy is not cannibalising its own price because it has not built fast enough to, principally because of the 2024 ban on new ground-mounted solar on agricultural land. A strong capture price here is evidence of a supply constraint rather than of a healthy market.

Small contracted, large grewItaly reached 43.5GW at the end of 2025, having connected 6,437MW during the year, the first annual fall since 2020. Underneath that, residential fell 24% and commercial and industrial fell 21%, while utility-scale rose 15%. The first half of 2026 repeated the pattern: residential down another 23%, C&I up 22%, utility-scale up 22%. There is no single Italian solar market to hire into.

The queue is not the pipelineThere were 3,670 solar connection applications for 144GW with an accepted technical solution at the end of March 2026. Genuinely ready-to-build capacity on the system operator’s own register was 10.35GW at the end of May. Italy connected under 6.5GW in the whole of 2025. Anyone building a hiring plan off the headline connection figure is planning for roughly fourteen times the market that exists.

Three rule changes in eight monthsLaw 4/2026 came into force on 21 January and partially reopened agricultural land to ground-mount solar through defined eligible-area categories, with regions given 120 days to designate between 0.8% and 3% of farmland. The FER X support decree took effect on 7 August, setting a 37.15GW contingent to 2030 with 10GW earmarked for solar. On 9 September the grid connection queue moved from first-come-first-served to first-permitted-first-connected, with quarterly application windows aimed squarely at capacity held by projects that never get built.

The South is already hitting zeroThe national day-ahead price averaged €131/MWh in June 2026, but the South, Sicily and Calabria zones logged 106 hours at zero price across the second quarter and Sardinia 74, concentrated between 10am and 6pm. On 1 May 2026 zero prices went nationwide for around six hours, the first time the effect left the southern zones. Those are the same regions carrying the largest projects now under construction.

- The most fought-over people in Italian solar. If the same role is being advertised in five towns at once, the employer has already accepted it will move for the right person, and that is leverage most candidates never use.
- Grid connection specialists
- The September reform made this a competitive discipline rather than an administrative one, almost overnight. If you know the Italian connection process end to end, you are worth materially more now than you were a year ago.
- Permitting and autorizzazioni
- The eligible-area framework is new, regional and technical, and the people who have already navigated it are a very short list. It is the most durable specialism in the market because the rules will keep moving.

Utility-scale, C&I and residential are separate labour markets and we work all three.
Why is Italian solar so slow to build?
Permitting held supply back for years and the connection queue filled with projects that were never going to be built. Both have now been addressed, which moves the constraint onto execution: the number of people who can carry a project from authorisation to energisation. That is a people problem, not a policy one.
