Solar recruitment in Germany

We recruit across solar in Germany, the largest installed base in Europe and the market where the three segments have stopped telling the same story. Ground mount is still being built at scale. Commercial rooftop has fallen away hard. Residential is in its third consecutive period of decline.

Everyone here has read the same commentary, that Germany is turning from a construction market into an asset management and repowering market. The price signal says exactly that. The live hiring does not, yet, and the gap between the two is where the useful conversation is.

The niches inside the niche

Solar is not one market

Ground mount, commercial rooftop, domestic and the asset management layer above all three hire from separate pools. Whichever one you sit in, the hiring problem next door is not your hiring problem.

Utility-scale ground mount
You are competing for planning, grid and construction people against wind and storage, not against other solar developers. The scarce person understands the connection process rather than the panel.
Commercial and industrial rooftop
The smallest talent pool of the three and the one nobody writes a career plan around. Your people usually arrive from either the domestic side or from building services, and each arrives missing a different half of the job.
Domestic install
Your constraint is rarely electricians in the abstract. It is electricians who will work at height on a roof, hold the right certification, and stay once the busy season ends.
Asset management and O&M
Every time a portfolio changes hands somebody has to stand up a team to run it, usually inside weeks of completion. The people who have done that before are a small group and they are all already employed.
Design and engineering consultancy
The specialist design engineers sit in a handful of consultancies rather than with developers, which is why the same role appears in five cities at once when one of them needs another.

How we work here

Recruitment fundamentals travel. Markets do not. Germany states salary on an advert almost never, which is the opposite of the UK and changes how a search has to run. A candidate cannot benchmark themselves before speaking to you, so the first conversation carries weight it does not carry elsewhere, and a band that is out by ten per cent stays invisible until it costs you an offer. We work in German as well as English, because a Bauleiter role advertised only in German is invisible to anyone searching in English, and most of them are.

Before you brief anyone

Which solar market are you actually in?

Solar is three labour markets wearing one word, and they barely trade with each other. Utility-scale ground mount, commercial rooftop, and domestic install pay differently, hire differently and attract completely different people.

A developer and a domestic installer both say they are hiring in solar. One is competing for planning, grid and asset management people against wind and storage. The other is competing for electricians against every trade in the country.

The mistake that costs the most is briefing across the line. A utility developer who interviews domestic installers because the CV says solar, or an installer who benchmarks pay against utility-scale bands and concludes nobody will move for the money.

People do cross, but one step at a time. Domestic into commercial, commercial into ground mount, each step bought with new qualifications and time on site. Nobody moves from a domestic install team onto a grid-scale programme because the CV says solar.

Worth settling before anyone is approached: which of the three you are in, whether the role genuinely crosses between them, and what you are offering somebody who would have to cross.

Why Hiring Here Is Different

Why hiring here is different from anywhere else

The market has turned. The hiring has not caught up.

Everyone in German solar can tell you the story: capture rates have halved, the fleet is ageing, and the value has moved from building assets to running them. It is a correct reading of the price signal and it is very well evidenced. Look at what is actually being advertised and it is still overwhelmingly delivery. Construction and site management outnumber development origination by something close to four to one, and technical asset management sits further behind delivery here than it does in the UK or Spain. The pipeline being built out right now is large. The pipeline being originated right now is not, and the asset management function everyone agrees is coming has not been staffed yet. That gap is an opportunity rather than a contradiction. A business hiring technical Betriebsführung and performance people now is doing it against a shallow market. The ones that wait until the commentary becomes consensus will be hiring against everybody. Underneath all of it sits grid connection, and Germany is the only market we work in where the same shortage shows up in charging, storage and solar at the same time. A distribution network operator running one connection role across four locations at once, a distributor advertising two separate Netzanschluss engineers, a utility retailer, an installer and two cross-technology developers, all in the same month. When the constraint appears on both sides of the meter it is not a hiring problem inside one company.

Talent Scarcity

Where the pressure is right now

Netzanschluss and grid connection engineering. The scarcest discipline in German solar, and the only one we can see short in charging, storage and solar simultaneously. One distribution network operator is running the same PV and storage connection role in four locations at once. One distributor is advertising two separate grid connection engineers side by side. A network operator, a distributor, a utility, an installer and two developers competing for the same small group is not a market that rewards waiting.

Bauleiter and Projektleiter on the ground mount build out. The largest block of live roles by a wide margin. One installer is running the same AC site manager role across five regions at once, and a consultancy is running one senior PV and storage project lead across Berlin, Stuttgart and Frankfurt simultaneously. Hedging across the whole country means it has not been filled anywhere.

Technical Betriebsführung and performance engineering. Where the market is going and where the hiring has not gone yet. Capture rates have halved, the first wave of 2010s ground mount now needs inverters replacing, and around 1.2GWp of repowering work is expected this year. Hire for this now and you compete with a handful of businesses. Hire in eighteen months and you compete with all of them.

People who genuinely understand PV and storage together. Advert titles increasingly read Photovoltaik und Batteriespeicher rather than one or the other, and co-location now carries a legal advantage over standalone. The pool who have delivered both is much smaller than the pool who claim both.

Anything that has run past seven weeks. A straightforward German solar engineering hire closes in four to six. Past that the brief is usually the problem rather than the market, and in Germany the brief is often an unstated salary band.

    The three segments have split apart

    Germany added 16.4GW in 2025 against an installed base of around 117GW, and the mix inverted. Roughly half of new capacity was ground mount and half rooftop, where in 2024 rooftop ran at roughly double ground mount. Ground mount is the only segment still expanding. Commercial rooftop fell around 5% across 2025 and then 33% year on year in the first quarter of 2026. Residential fell 28% in 2025, on a year that was already down.

    A solar hour is worth about half what it was

    The average German solar capture rate fell to around 54% in 2025 from 98% in 2022, and the decline has continued. The capture factor in April 2026 came in around 0.26 against 0.40 in April 2025. Negative price hours ran 123 in April 2026 against 75 a year earlier, and the share of solar output produced during negative hours climbed from 32.6% to 46.8%. This is what turns a construction business into an optimisation business.

    Policy is following the market, not setting it

    The Solarspitzengesetz took effect on 25 February 2025 and stops feed-in remuneration entirely during any quarter-hour of negative spot price, with the lost time added back at the end of the twenty-year window. A leaked EEG draft reported in February 2026 would lift the ground mount auction volume to 14GW a year from 2027 to 2032, while ending feed-in support altogether for new systems up to 25kWp. Small rooftop is being told the subsidy is not coming back. Ground mount is being told to build more.

    The squeeze is on margin, not on capital

    A residential installer, a balcony solar business, a module manufacturer and a mid-size agri-PV developer have all failed since mid-2025. In September 2026 a German utility-scale developer operating around 500 solar parks filed for insolvency at holding-company level, six months after closing a financing package of up to one billion euros. Capital is still moving in this market. What is failing is the ability to hold margin once an asset is built.

    The battery is moving next to the panel

    Germany closed 2025 as the largest grid-scale battery market in Europe, with around 2.4GW online against a 9.5GW pipeline. Standalone projects made up 88% of 2025 transactions and had fallen to 66% by the first quarter of 2026, as falling capture rates and grid bottlenecks pushed developers towards co-location. Co-location became a privileged use under German building law in December 2025, removing a planning barrier standalone storage does not enjoy. Over 80% of new residential rooftop now ships with a battery.

Netzanschluss engineers
The strongest position in the German market. Network operators, distributors, utilities and developers are all competing for the same people, and because German adverts rarely state a band, most candidates in this discipline are underestimating what they are worth.
Bauleiter and Projektleiter
The largest volume of live roles and the widest geographic hedging we see anywhere. If the same title is advertised in five regions at once, the employer has already accepted it will relocate or go remote for the right person.
Technical Betriebsführung
The quiet growth line. Asset management and performance optimisation are where the value is moving as capture rates fall, and there are far fewer people in it than there will be in two years. Getting in now is worth more than the current titles suggest.
Where it leads
Site management into construction leadership, grid connection into technical directorship, and Betriebsführung into portfolio asset management, which is where the money is heading. Anyone who can carry PV and storage together is worth more than either on its own.

What solar roles do you recruit for in Germany?

Project development and permitting, Netzanschluss and grid connection engineering, technical planning and design, Bauleiter and Projektleiter on construction, commissioning, technische Betriebsführung and asset management, and commercial leadership. Ground mount, commercial rooftop and residential are separate labour markets and we work all three.

Is German solar still growing?

Ground mount is. Commercial rooftop fell 33% year on year in early 2026 and residential has now been down for three consecutive periods. Treating Germany as one growing market is the fastest way to build a hiring plan against a segment that is contracting.

Why is grid connection so hard to hire for in Germany?

Because the same small group of engineers is being fought over by network operators, distributors, utilities, installers and developers at the same time, and the shortage runs across charging and storage as well as solar. Filing an Anschlussbegehren, negotiating terms and planning to TAR 4110 is a specific skill set, and there is no quick way to buy it.

Should we hire for asset management now or later?

Now, if you can. The commentary about Germany moving from construction to asset management is correct, but the live hiring has not caught up to it. That means the market for technical Betriebsführung and performance people is currently shallow and will not stay that way.

Do German employers publish salary bands?

Almost never, which is the opposite of the UK. It changes the search, because candidates cannot benchmark themselves before speaking to you and a band slightly under market stays invisible until it costs you an offer at the final stage.
