Battery storage recruitment in Italy

We recruit across battery storage in Italy, and the first thing to know is that the headline number is misleading. Reported installed storage capacity fell 58% over twelve months, which reads like a market in retreat. It is not. That fall is almost entirely residential, a segment now in its eleventh consecutive quarter of decline as the subsidy that built it winds down.

Utility-scale is doing the opposite. The ministry has authorised more than 5.7GW of new storage since January, and the pace has been building nearly every month. Anyone reading the headline without the segment split will draw exactly the wrong conclusion about where this market is going.

The niches inside the niche

Battery storage is not one market

Developers, owners, optimisers, integrators and the consultancies advising all of them hire from separate pools. Whichever one you sit in, the hiring problem next door is not your hiring problem.

Developers and owner operators
You are competing for grid, planning and delivery people against solar and wind, and increasingly against data centres. The person who can move a site through the connections process is worth more to you than another developer.
Optimisers and route to market
The smallest and most expensive pool in the sector. A trader who genuinely understands storage rather than gas or power is a short list in any country, and everyone on it already knows what they are worth.
EPC, integration and commissioning
Where programmes actually slip. Commissioning sits in the gap between the developer, the integrator and the network operator, which is why it stays nobody’s job until the energisation date moves.
Technology and OEM
Controls, power conversion and SCADA engineering, plus the commercial people who sell into developers. It hires like a hardware business, which is why it loses candidates to sectors that pay on the same cycle.
Consultancy and owner’s engineer
The specialist grid and HV design engineers sit here rather than with the asset owners, which is why the same role appears in six cities at once when one firm needs another.

Recruitment fundamentals travel. Markets do not. Italy is the one storage market where both models are being built at the same time in the same fortnight: developers building their own trading desks, and developers buying optimisation in from a technology partner. Which one a business is doing turns out to depend on how far along it is rather than on what it believes, and that changes the brief completely. We ask where a project actually sits before we agree what the role is.

Before you brief anyone

Have you decided build or buy?

Storage is the one sector where the hardest hire depends on a decision the business has usually already made without calling it a decision. Do you run your own trading and optimisation, or do you contract route to market and manage the relationship?

The two answers need completely different people. One needs quantitative analysts, traders and the risk and treasury function around them. The other needs a commercial lead who can negotiate a toll or an offtake with an optimiser and hold them to it.

Both are legitimate and the market has not settled on either. What costs money is briefing for one while the business is actually doing the other, which happens more often than you would expect when the strategy changed and the job description did not.

Worth agreeing before anyone is approached: which model you are in, whether that is a permanent choice or a stage, and what you are asking this hire to build rather than run.

Why Hiring Here Is Different

Why hiring here is different from anywhere else

Build or buy depends on how far along you are, not what you believe.

Every storage market we work in faces the same commercial fork: run your own trading and optimisation, or contract it to somebody who does. Germany has largely chosen to buy. The UK is genuinely split. Italy is the one market where you can watch both answers being built in the same fortnight, and it turns out the deciding factor is not philosophy. Two developers here are staffing the capability themselves. One is hiring a short-term flexibility optimisation analyst for automated trading, saying in its own advert that Italy is expanding into short-term trading and storage optimisation. Another is hiring a head of power trading whose stated job is to progressively build the processes, tools and team for it. Meanwhile the two businesses that contracted their optimisation to a technology partner instead are barely hiring in Italy at all. One has two open Italian roles, both origination-stage, neither storage-titled. The other has no open positions listed. That is not a contradiction, it is the explanation. Buying the capability in makes sense precisely when you are still originating and have nothing to optimise yet. Building it makes sense once you have assets arriving. So the question for any Italian storage brief is not which model the business prefers, it is which stage it is at, and most briefs do not say. The other thing that makes Italy unusual is the gap between authorisation and construction. Over five gigawatts authorised since January, fifty-five more in process, and the ministry itself saying construction sites have yet to launch. That gap is a hiring window: the delivery and commissioning people who will be fought over in eighteen months are cheap and available now.

Talent Scarcity

Where the pressure is right now

Trading and flexibility optimisation. Genuinely being built in-house here, unlike Germany, and by more than one developer at once. A short-term flexibility analyst and a head of power trading are both live, both explicitly tasked with building a function rather than running one. That is a small pool and two employers already know they are competing for it.

Electrical engineering leadership. One developer is scaling trading and engineering capability at the same time, which is what a business does when it has assets arriving rather than projects in a spreadsheet. Senior electrical leadership on storage is scarce across southern Europe generally.

Delivery and commissioning, ahead of the wave. More than five gigawatts authorised since January and the ministry’s own report says construction has yet to start. Everyone will want these people in eighteen months. Almost nobody is competing for them today.

Grid connection and authorisation specialists. The rules changed in September: capacity now follows the authorisation title rather than the application, with quarterly open seasons per network micro-zone. Whoever understands the new process first has a material advantage, and nobody has more than a few weeks of experience of it.

Anything that has run past seven weeks. A straightforward Italian storage hire closes in four to six. Past that the brief is usually the problem rather than the market, and here the most common problem is a brief written without saying whether the business is originating or delivering.

    The 58% fall is a residential story

    Total installed storage capacity fell 58% and power 42% over twelve months, with new capacity added in the second quarter of 2026 down 82% on a year earlier. That is residential storage in its eleventh consecutive quarter of year-on-year contraction. Of the roughly 19.3GWh operating across all segments, around 9.5GWh is residential and around 7.4GWh is large utility-scale. The two halves are moving in opposite directions.

    Authorisations are stacking up every month

    The energy ministry has authorised more than 5.7GW of new battery storage since 1 January 2026, and the monthly tranches have been building: 515MW in June, 472MW in July, 434MW in August, then 603MW and 753MW within four days of each other in September. A further 55GW sits somewhere in the authorisation process short of a final decree.

    Authorised is not the same as being built

    The ministry’s own authorisation report is blunt about what those numbers mean: fewer applications being started, many more underway, more projects already authorised, but construction sites have yet to launch. Treat authorisation volume as an early indicator of delivery hiring rather than as delivery itself, and treat anything described as a queue as a queue.

    Italy has a dedicated storage market and it has cleared

    The first auction of the dedicated forward market for standalone storage ran in September 2025 and awarded all 10GWh on offer, at a weighted average of €12,959 per MWh per year against a €37,000 reserve price, with demand at four times the volume available. Contracts are fifteen-year tolling agreements for 2028 delivery, concentrated in the south and the islands. A second auction for 16GWh and 2029 delivery is scheduled for 24 November 2026.

    Grid access was rewritten this month

    A ministerial decree in force from September 2026 ends the principle that a connection request reserves network capacity. Capacity is now assigned only once a project holds its authorisation title, first permitted rather than first to apply. It introduces network micro-zones, a quarterly open season in which the system operator publishes available capacity per zone, and a rule that each zone must offer at least 150% of Italy’s 2030 renewables and storage targets as receivable capacity. The stated target is capacity formally occupied by projects that never get built.

Italy is one of the few European markets actively building these desks in-house rather than outsourcing them, which means you can join something at the start rather than inherit it. Ask whether the business has assets arriving or is still originating, because that determines whether the desk is real.
Delivery and commissioning engineers
The authorisation pipeline says you will be in demand within about eighteen months and the construction sites have not started. Moving now means choosing your employer rather than being chosen in a rush.
Grid and authorisation specialists
The connection rules changed in September and capacity now follows the permit rather than the application. Nobody has deep experience of the new process, so anyone who learns it quickly becomes the person every developer needs.
